Definitely. They have already been preparing for when most work is done by automation and understand that there are already not enough jobs available for the workforce. So they have been trying to help shift their population to adapting so that they will have a smooth transition. Unlike the US where the wealthy are trying to do a "Smash and Grab everything you can" while lying to the people and force a collapse of the middle class to their benefit so that the wealthy will be the only one's to survive and no one else will.
