I would suggest the "A Trial of Blood and Steel" series by Joel Shepard. It's almost historical fiction given the degree of low fantasy it embraces, and it's a very good look at political and societal behaviors of humans in a world where a "non-human" species exists during a middle ages period.
Honestly, there is no plan anyone in the United States could have to survive this scenario. Most of the central north US would die within days if not hours of the eruption from the firestorms, ash and toxic gases. The US as a nation would collapse, and, depending on the severity of the...
I hope this story does not result in a change in policy, local or otherwise. Statistically, it's inevitable that a teenager is going to do something which will result in their death, just think of all of the deaths due to drunk driving. Only now with the internet, everyone gets to hear about it.

Finish Morrowind main storyline. Kill every NPC. But then again genocide is cheap in video games. If it helps I often did so slowly and in creative ways that would be terrifying if done to person with real emotions. Most of these involved paralyze.
It seems to me that Ms. Knox is not so much lacking in understanding as to the ineffectual nature of her actions. It is more likely that she is attempting to further advance her position and increase political clout with her constituency. After all she's picking such a flamboyantly easy...
