For the same reason there are racing wheels, dance mats and guitar controllers on consoles. Some games require specialised tools. Some games are better with pads. Some aren't. I would never dream of playing a FPS or an RTS with a pad, but if I'm playing a little Silent Hill or Prince of Persia...
I guess it depends where you go, but I often see Canadians portrayed as quaint, passive and simpleminded people by Americans. Not all Americans think like that, and certainly not of all Canadians, but certainly enough for there to be something of a stereotype.
Groups of people always make fun of their inferiors, or their perceived inferiors.
