Honestly, considering how quickly Hearthfire came out after Dawnguard i wouldn't expect it to be all that long of a wait. That said, a GOTY release might be delayed across the board if they are still hoping to get the DLC out on PS3 and want to give it some time to sell on it's own over PSN...
