The drops, I believe, have a certain chance to be earned every twenty minutes. In twenty hours of gameplay time, you'd have sixty chances to earn a random drop. Clearly, you've just been very unlucky.

It's not cheating, since they aren't abusing a glitch. The tactical knife is there for a reason. However, the Stinger abuse that was going off a few weeks back was cheating since it was a flaw in the games code.
