I played a game on pc where you played as a guy with black hair and a bright blue suit of armor you explored large grey warehouse looking areas and killed bright green aliens with big heads it was a third person shooter please help me figure out what game it was

A psp fps game that I think takes place in Miami, you have to explore areas and kill mafia members, I remember you could find bags of coke to get a bonus or something

The closest thing I've been able to find is the original Mech Warrior, but I'm not entirely sure if thats it

So I have a lot of these and I'm not sure if anyone can help me find some of them but I played most of these in the early 2000s so theres a chance they came out in the 90s I remember playing this game where there was just a black screen but you could place things on the screen with the mouse...
