They did make a level editor :P It's under the Tools tab of Steam, called Source SDK, which contains Hammer, the level editor. It's a bit tricky at first, but if you follow some of the tutorials on the Valve Developer's Wiki and Portal fansites, you should be able to pick it up. Some of...
