I like Mafia III more than Mafia II but I do think Mafia III feels unfinished ala KOTOR2.

To be fair, a lot of that is Mafia II not Mafia as a whole. Also, plenty of Mafia II's "flavor" is due to the developers not having time to develop it the way they wanted.

It's repetitive in the sense that the game is almost entirely mini-Hitman levels.
