I'd have to say Hannibal. Not only did he bring Rome to its knees at the height of its power, but he crossed the Alps. Over 2000 years ago. With over 20000 troops surviving.

I'd probably take plasmids from Bioshock and The Druid Plow (The Deuce) from Brutal Legend. Mercer's powers from Prototype would be plan b.
