If i can assume that you had a mistake, and the two sticks move orizontally, i can assume it's Panic Park http://www.arcade-museum.com/game_detail.php?game_id=8975 it's just fit perfectly in your description. If the you are correct, and the sticks move vertically, then i totally don't know...
