This one might prove a bit tricky. The game I'm thinking of was definitely an RPG game, with a sci-fi setting. It featured races of lizard-people and cat-people. It ran on Windows 3.1, so we're looking at a game from the 90s here, and probably not the late 90s. It was probably Shareware...
