Predator: Concrete Jungle for the Original Xbox. Shitty dialogue and the controls were a little funky, but once you got used to it, it was fun. Who wouldn't want to run around as a freaking Predator? Edit: and definitely Psychonauts.

I believe that the MGS4 line and the Fallout 3 line, although opposite in the literal sense, are actually saying the same thing. MGS4 says that war has changed but it is still ever present, while Fallout 3 is saying that war never changes as in it never goes away, that humanity wont let war die...
