Oblivion just didnt feel like an actual world. As yahtzee said, there was no imersion, no losing yourself in the gameplay.

Also along the line of werewolves and vampires, why not a sandbox mode that lets you play as a monster of some sort and have no reprecussions for crime. everyone already hates you. and also what if rival guild members got into fights on the streets. or the ocasional non player caused murder?

what about actual smithing for you third idea? make a mold, make a weapon. and if anyones seen the deadric chainsaw mod, it might be cool to have an effect on a wapon that slows your magicka regen, or causes outright degen. like an animation type effect that constantly drains magic?

And i love the glitch with fingers of the mountain quest and a horse, the horse gets launched SO FAR. And for toe blighter, about half of my fun in oblivion was to see how much i could screw the world up, such as amassing a pile of cloned gaurd bodies in the middle of a town then watching people...

As i remember a friend of mine did make a mod that had a club called baby beater in it that when it hit an NPC literally turned them into a baby. Then lunched them very, very far. I was entertained.
