    No it wasn't that, it didn't contain shooting of any type it was pure racing, fixed camera so you could see the full track, overtime tyres and body degraded if you crashed (hence need for faster pitcrew upgrades and more durable tyres). FOUND IT!!! Nitro by 3do and I found a download!

    Top down racing game from around 1997 (possibly), basicly it was top down you could see the entire track and you could upgrade your cars tyres, engine and pitstop. Was pretty awesome because of the upgrade system and the tracks were pretty sweet. I seem to remember the name Nitro anyways played...
