Depends on how you view 'best'. The best RPG's I ever played were actually kinda basic when you think about it. Secret of Mana and Grandia. SoM has NO side quests really, but is still my faviourate RPG, and Grandia is just... Wow. A grand adventure, full of fun. I really love that game. Err...
