It's 20 maps still. (well 18 maybe, seeing as Hard Rain reuse two of them) Call the grouping of those maps "Levels" or "Campaigns" if you will, but they aren't "maps". Those 18 maps still needed to be modeled, and it was done by people asking for money to do such things.
