That's very, very inaccurate. Kugutsumen is a relatively famous (in such circles) hacker, who has in the past been responsible for hacking the FBI and running them up bills of >$250,000. He's French, but ran away to Indonesia to avoid hacking laws. He isn't bribing his way into those forums...
