User mods on a console will never happen, simply because the devs will be too worried about keeping their ESRB rating. Have you seen *any* of the adult mods for Oblivion, Fallout 3, and New Vegas, Todd Howard? Guess what the console players will go after first, if available? Yep, you guessed it.
