Pretty sure you're referring to Powball. You have a red bar (at the arkanoid part), shapeshifting into a spaceship that you have to navigate through an asteroid field to advance to the shop. Enemies appear randomly, shaped like a Helmet, Headphones, an atom-like planetoid etc...

If you wanna play something similar, i'd recommend Bugdom (2) :) It's by the same studios, if i'm not mistaken, and adds a few features, as well as deleting some key features to make it more challenging

The best game of that type i ever played was Sky Roads. I remember that being available at the time Windows 3.1 was still a thing though. Hope it's the one :3

Pretty much 100% you mean the game Torchlight. Can't remember it being old though. Then again, nowadays something is old if it's over 6 years old >_<
