I guess you need explaining. k.....think of a character in a mmo. You move around/ have different attacks. Imagine that on a pokemon. "example" kingler- he knows bubblebeam, ranged attack, vice grip melee attack. Now imagine all the pokemon to choose from.

No legendary pokemon. Period! It will make no sence if everyone is walking around with a Mewtwo.
