Probably it's to make it seem like 30FPS isn't a bad thing, and a viable option. Since it's hard for them to achieve better outside of last gen ports.
Some people also want to believe they prefer silky smooth 30FPS.

Looks pretty average. Poor textures on the signs.
And there's no way it's going to outperform Crysis 3 maxed. Even with the letterboxed resolution the PS4 wouldn't be able to maintain 30FPS in that game.
The game was limited in scope so it'd fit into 512MB of RAM, not merely the visuals were changed. And if visuals don't matter, don't buy a current gen console.
So you think every game should have the most simplistic mechanics for "accessibility"? I think I want to play things besides...
PC gamers don't want console ports to avoid the series being dumbed down, such as how Crysis 2 went from the open island setting to a corridor shooter with downgraded visuals.
Why would we care otherwise?
