They don't endorse it either so essentially they are just sitting on the fence, hoping not to be blamed for cracking down on used game sales.
If they didn't change their opinions every month I might have some faith in what they say.

I recently started playing Fallout NV again but without picking up anything unless it's quest related, makes the game slightly more challenging for me and fun.
I initially found it frustrating but found that in the levels they usually provided a gun for the job/environment. It kind of forced me to use different weapons sometimes which isn't a bad thing.

Seems nearly almost the entire NCR army almost wishes for that on a regular basis.
I always heavily revise a forum post before it ever reaches the internet. Just to make sure that I'm consistent in my opinions ect, once you get to know a few people on a forum I usually relax a bit.
I played it for quite a few hours in the first two weeks that it was out and like others have said it wore me out. You've really got to pace yourself if you want to enjoy this game all the way to the end.

Can't wait for spies that's one thing I missed on release. Religion I'd rather not have in game to be honest but I'll probably just set it to free religion or whatever.
