You unlock attachments for each weapon individually. If you unlock the ACOG for the M16, you still have to unlock the PSO (or whatever the 4x scope is for the AK74).
As for what attachments you unlock, the weapon's page on battlelog has all of it's attachments in the order you unlock them.
Dice needs to take a page from Battlefield Heros' book. They had a training level where you could practice flying, driving, shooting etc at any time. One of the best ideas I've seen.

The first portion of the game is rather linear. Until you get to New Vegas area you are on a bit of a track from Goodsprings. Once you get to Vegas a lot of quests become available and the game no longer forces you in one direction.
Ok, I've been convinced. I'll wait a day to see if I get lucky on Steam (probably not, but I can try) but sale or not, it'll be mine by the end of day tomorrow.

I looked it up, and it seems interesting. Still requires owning Morrowind. Probably has to do with using Morrowind files in the mod.

I've been contemplating buying the GOTY version of Morrowind off of Steam ($20 at time of writing) to help tide me over until Skyrim. I've previously played it on the Xbox, which absolutely sucked (especially the combat) but I've somehow gotten it in my head that the PC version will be better...
