Arguable.
I should state this more plainly... I don't think he was meant to be a sidequest. I think he felt like a sidequest. He wasn't fleshed out enough or in the right ways, he wasn't interesting enough... he was intended to be a lead figure, a key motivator, but too much was missing...
I found Loghain to be a very bland and uninteresting villain. So uninteresting, in fact, that to me he never really felt like a main objective in the game. The Darkspawn were the issue, Loghain was just an uncharismatic idiot trying to grab power (and he was doing it VERY clumsily at that)...
