In what way is Total War Shogun 2 a diplomacy over war game. This is the exact opposite of what the OP was asking for. You have to wage war to win, the whole game is centered around war and real time strategy.

Startopia is for me one of the biggest shames, It scored well in reviews (those that did) and even today many years on, its aesthetic art design still looks good which is rare for games that old. It was a really cool if rather simplistic sim space station game that wasn't without its faults...
