If you want to do it the free way you can use Flex SDK [http://www.flashdevelop.org]. You code in ActionScript 3 and flex compiles a .swf that you can play.
You can use a game engine like Mode [http://flixel.org/] from the Flixel help page. A good place to start might be modifying that game...

Thanks, unfortunately I had to give up on a lot of stuff that would probably have made it better. The size of the game started getting out of control and I realized that if I didn't make things simple it would never get done. It was very instructive on how much effort goes into even simple games.
