confirmed, i think i found it, or at least its the game i was looking for for many years. Rising Lands is a fantasy-based real-time strategy computer game developed by Microïds, released in 1997. i just managed to find a copy only problem is its in french XD and i cant find where to change...

after personally looking for this game for for myself for quite some time now i think i may have finally come across it, i believe it was a game called rising lands and is quite hard to come across nowdays.
