The Pinball image is from an IGN screenshot - the WET is from WET promo imagery. I can't work out who would have had the design first - WET would prob. have been in development longer than Pinball - but Pinball has been out a while. My guess (if it's not arranged) would be it got leaked from...

Especially the arm on the right - same jacket, same shoulder, same wrinkles and straps on the arm. Amazing if it's not arranged.
