Advertise online with a few lines of script for people to record and apply with, pick from the best of them. If the game gets finished you could help out some aspiring voice actors this way too.

Victorian England would be a brilliant setting, and allow the game to take a darker route with the bleak setting of late 1800's London, Jack the Ripper and his spree, gaslamp illuminated streets, hell it could even allow for a female protaganist, a prostitute that survived the Ripper.
