I think it's around the part where weapon first appears and starts moving towards Midgar, just after the city of ancients. I haven't played it in ages though....might have to get it out of the cupboard sometimes soon.
I didn't like him, and I never used him as I hated the randomness of his special move. However, he did have some redeeming qualities. He did put Baret on the spot when he asks him about all the innocent people AVALANCHE had killed (quoted from TV Tropes).
