If you want to join the Rebels, assuming you haven't joined the Legion yet (it may be possible to join both, but I doubt it), just go to Riverwood and/or Windhelm, and talk to Ralof or a Stormcloak; they will be like "Yo dawg, come join the Stormcloaks!" And then it'll get added to your quest log.

I know you can find imperial patrols around Whiterun (I would assume it is to allow people who accidentally followed Ralof, or decided to go imperial later, a second chance). If you walk by them, they'll be like "Yo, dawg, I heard you leik imperial-kipz!" and then the quest'll be put in your log.

You could probably just go to Riverwood and/or Windhelm. I followed Ralof, but when I passed an Imperial soldier, he tried to recruit me, and it gave me a side mission to join the imperium. Just talk to a stormcloak, and you're in, bro.

Currently playing a Conan-Style, Dual-Axe Nord, and hell yes he supports the Stormcloaks. To Sovngarde with the Empire! Next playthrough, I plan on doing an Imperial Legionnaire, and being the Nord's polar opposite. Good times.
