Agreed. ipods, phones and the various other symptoms of e-zombies have rendered the bell fairly useless. I tend to shout things. I do however, have it on good authority that air horns work a charm.

I think you will find that no one has "right of way". There are only circumstances in which you must give way to someone else. In Australia at least.

As a regular cyclist i would never ride on the footpath. Unless i was going really slow, like really, really slow or if the road has a sign indicating that i shouldn't. Dunno what its like in america, but where i ride there tends to be a fence/hedge or something similar blocking my view of...
