This is a very hard question for me, and I would have to say Fallout simply because the gameplay has been fine tuned a bit since Oblivion but Skyrim should blow me away.

You can generally avoid dragons as they are less common and far less annoying.

Not exactly in the last 10 years(forgotten how long it came out) but I'm a fan of King of Dragon Pass for it's cross between a story telling RPG with RTS style thing. EV NOVA was good too. :P So actually in the 10 years? Fallout 3 or Vegas with plugins included.
