Do you by any chance use NOD32 as an anti-virus system? This sounds as if anything coming from the 8080 port seems to get blocked. NOD32 has the ability to check sites, but when it's badly configured it might end up blocking everything.

You could help us by telling which Browser you are using. If it's internet explorer, install a proper one such as Firefox, Chrome, Opera, .. Have you tried a different browser whilst this problem occurred?
