Thanks, for making me feel not alone, because I was going to answer SMAC in thread. The best I've found is a Civ IV total conversion mod called Planetfall that put a lot of SMAC stuff into Civ IV mechanics. Unfortunately I haven't had time to play it, so I can't vouch for quality or balance.
