To enact that kind of order, you would be treating the symptom, not the cause. My mother would take me out of a public place or do something effective to shut me up if I caused trouble and disturbed others. Parents need to know how to look after kids, this is where the problem lies.

Simple enough, ask any question entirely unrelated that they can't build on. Conversational partner: "And so the-" You: "When does Crysis 2 come out?" Conversational partner: "I don't know"/"A couple weeks, I think" You: "Oh." Silence.
