I haven't played fable 2 yet but I also ran into the problem of Not being able to kill the Children in Fallout 3 and frankly I don't see why not. I don't see why killing a shorter NPC is that much worse than all the other morally evil and ambiguous things you can do in both Fable and Fallout so...
