Well, they mention two very low level zones, so I don't think it will be for max-level players only. They also have a habit of going back into low level zones and adding events and content there.
Well, I can believe that 95% of people that want to play Ubisoft games, would rather pirate them. Why mess with their horrid DRM, if you can play the game without any head aches?
I sure as hell don't want to waste my money on their buggy, rushed and crippled (by the DRM) products.
I dunno if anyone else mentioned this (I haven't had my coffee yet and am too lazy to read all replies), but it's not necessarily Bethesda who's working on the game.

Well, tbh here, Steam is a great way to get your game out there and known to a huge community without spending tons of cash on expensive marketing campaigns, like the big corporations do.
The only thing that bothers me is that "spoof" mods like this get press coverage while actually brilliant mods like Jaysus weapons remain mostly unknown. I guess these articles attract more hits due to the "controversial" equine material.
