I'd have to say that in terms of flawed (buggy) classics Vampire - Bloodlines is probably somewhere near the top of the list. One of those games so buggy only community-made patches come close to getting it working.

I wouldn't say it is 'highly illegal'. I would save that description for, say, murder or treason. It is however against the terms of service and so breach of contract.
