If you think the characters didn't have some type of development (not only from the beginning of the game to the end, but throughout the series as a whole) you weren't paying attention.
I could go more into it, but suffice it to say if you've been paying attention to the story and how...
Er...he wasn't complaining about the violence itself, he was complaining about the narrative and the characters being unlikeable dicks. Yeah, the series has always been about violence, but at the very least the characters back then had some positives about them that kinda sorta gave them some...
I find it kind of odd that people are conflating the review saying "this game is misogynistic" with wishing it was some uber-feminist's wet dream. You can wish to see a female character that exists beyond being "eye candy" without wanting a game to turn into "Man-Hater: The Grrl Power Feminist...

Dr. Cox: It's called guilt, you vulcan.
-And, honestly, that?s the reason I can imagine being with you when I?m seventy and you?re sixty-five and your face is forty and your boobs are...
Not to mention the Sandopolis Zone boss from Sonic 3 & Knuckles. Just jump at the same time he does, letting him chase you into the pit. Hit him before he falls in. Done.
