Nah, it's not them for sure. It was definitely 2D and Covert Front-like. I suppose then I might just be wrong about there not being any persons...? :/ Maybe they appeared later in the game or something of the sort.

Thanks for the answer. I checked every game in the list but to no avail :P But searching some more I found a game that has graphics similar to the one I am trying to find, Covert Front. Just, the athmosphere was more grey-white and I don't think you even saw persons in the game I am looking...
