OT: As others have said Bioware would do fine if they are just porting the game to a modern engine with modern graphics and the like but I wouldn't trust them with a new Star Wars RPG.
You don't really need an emulator for the Xbone, it is using its on custom version of Windows 10 and DirectX. It would take very little effort to port stuff between PC and XBone.

UWP games are not exempt from being shitty ports, gears of war runs like shit for a lot of people, mostly those that have Nvidia GPUs.
Plus the other hurdle Microsoft have to overcome is to get people to actually use UWP, a lot of people don't like the idea because they remember GFWL.
