5e DnD: Using the DM's Guide to create Monsters

Starting on page 274 of the DM's Guide for 5e are rules for creating monsters of your own, but honestly, I have difficulty understanding them properly.

I know I can just BS whatever I want, but I like how xp works in 5e and would rather stick to the rules on this and create my own monsters with accurate challenge ratings, but I feel the guide for doing so is not clear, or I am just being dumb.

Any help would be appreciated.

To start I am actually just trying to make elementals to suit the spell "Conjure Minor Elemental" (pg 226 Player's Handbook) since it lets a player summon elementals of CR 1/4, 1/2, 1 or 2, yet there arent many elemental creatures of those CR in the default monster manual. The generic elementals in it are all CR5 (though there are Mephits which are cr1/2).

The creatures you can summon from Conjure Minor Elemental are listed as:

1 Azer or Gargoyle
2 Fire Snakes
4 Magmin or Dust, Ice or Magma Mephits
8 Mud, Smoke, or Steam Mephits

I'd suggest just using one of those as a template and just re-naming it as "Minor X Elemental", and updating its descriptions. If that doesn't really do what you need, let me know and I'll walk you through the creation process.
