A massive mystery

I need help with a something in Batman Arkham Asylum(Ps3 version)
There is an area in the penitentiary area of the map, where Clayface's cell is!In that area, on the upper level, there is another prisoner who is kept in cell with a glass wall!

Does anybody know who he is?? It's been driving me mad as there is no info on him on the net!
Any assistance wud be much apritiated!

It's an asylum. It's probably an inmate. So far, I don't think any concrete theories have emerged.

I think that it's just a regular inmate that has no point other then to be there.He does nothing to progress the story.And his cell doesn't open when you get the riddler trophy.

To be honest, they couldn't have put it in a more obscure location!
I only noticed him there because my detective mode was on and i saw his skeleton!
