An underwater city would be pretty awesome. Though a replica of rapture, maybe not.
Just look at all the issues they had with leaks etc. Clearly its not a good design for an aquatic city.

Well if you just step into my office we can start the saws and remove your body parts in order to connect them to other more useful things, like drills

There would need to be some major alterations to the fundamental belief and management systems of the city in order to avoid Rapture's unfortunate fate, but I do fancy the idea of such an independent city. Remember to invite me if you ever get that money.
