Anime Identification Help.

Okay, so a few days ago, a friend introduced me to this gif:

I asked him what anime it was from, and he said he didn't know, he just found it on one of those comedic picture sites. So now I'm asking anyone who may know what anime series this comes from. It looks like a series I would really enjoy, and... Well, yeah... So does anyone have any idea what anime this is from?

I'm getting Plastic Nee-San from google image search. And one of the characters matches the guy doing... whatever it is he is doing.
