If you're old enough for a bank account, most debit cards can be used anywhere that takes credit. Mine, for example, can be used as a debit card or as a Visa card, allowing me to use it pretty much anywhere that takes plastic. Otherwise, I believe it's mastercard that makes a prepaid card that's sold pretty much wherever gift cards are. Ugh, I've been there. My best advice in this case would be to go on periodic thrift shop runs. The games might be older, but they're dirt cheap -- and they aren't always old. I got Oblivion for $2 that way. Also, if you have a PS2 lying around, most gamestops have big bins of disc only PS2 games priced $5 and under -- mostly under.
