Honestly, I see little musical brilliance in music created without the use of any real instruments with a drum sound which sounds like it comes from an 80's action movie.
I'm gonna' offer a few so I'll spoiler tag them for ease, since everyone's got their own greatest here I mine (I think games do music better than films or TV 90% of the time).

Ever? Personally I'm a sucker for mournful piano pieces.
The real test for any artistic medium is the test of time I feel. Within a few years the vast majority of music will be forgotten and only those pieces truly remarkable stand out and over the decades even those are whittled down in number. If people are still talking about that bit of music a hundred years from now you might be onto something... I very much doubt it, but we'll see.
I beg to differ (and I love Gurrne Lagann)- Openning credits music to a film usually doesn't leave an impression on me but by god this music score is godly!

for soundtrack music (this track in general I Don't Think Now is the Best Time, but particularly the 'Cuttler's Death' section)... not that many composers beat Hans Zimmer.

Shit man, the first vid is definitely one of my all time top 5 pieces of music. My skins a crawl all the way through it. I have heard music that is technically and critically superior, but that piece is just sublime to my ears. Shame it's so short, but it is what it is.
As for the OP, I would say "arguably" doesn't quit fit the bill to how most people would feel... it's a good piece for a good anime, but it's not a standalone wonder.
I could be somewhat pretentious and list out some of the great historical pieces, or recent generations "legends" but I have a humble passion for music and no particular preference in genre, style or technique. As long as no angsty twit or some lustful chauvinist isn't shouting at me I'm fine with most forms of music.
My submission would have to be the track I mentioned above as it is less controversial to some of my other choices.
