One of the best soundtracs IMO is Nobuo Uematsu's music for FFX. Some of the more generic music in the game is horrible, but the main themes are very beautiful and memorable, and still means a lot to me.
Otherwise all the music from GTA: Vice City and San Andreas, Dragon Quest VIII and Harry Gregson-Williams's music for the MGS series.
And the Super Mario OST!

The works of Akira Yamaoka for the Silent Hill series are excellent because not only do they add to the game itself, but are great as standalone music. They are very diverse and just great pieces of music. One of my favourite artists.
That being said, I also think Alan Wake, GTA: San Andreas, Resident Evil 2, and Metal Gear Solid 3 had great music as well.
