Best Modding Game and resources: PC

I haven't had an amazing MOD/Trainer experience like Skyrim and really want one.

I just bought GTA 5 from Steam so I'm hoping to find a good resource for mods and trainers there.

I write PC as I have no idea if one can mod a console game.

I hope to hear suggestions about games and forums I should try for tons of mods and trainer.

in answer to your query it is now possible to mod console games, at least the x-box one. the first game to be modded on consoles is fallout 4. so far no mods for play station though
